The Finals in tennis mens. In a game to 5 sets?

The tie break is a recent innovation in tennis. Previously, before 1971, all sets played had to be won by 2 clear games, with the winner having won at least 6 games.

When the tie break was introduced, it was decided the final set would not have a tie break.
 
I want to know how came the mens final in wimbledon when 14-16 instead of the regular. I mean 2+ points por set. Like 7-5 or 4-6 and or if they end 6-6 why not a tie breaker.
