The disk is write protected, is msg I get, on a NEW DVD-R when trying to farmat it?

Does anyone know why I'm getting the Disk is write protected, when I"m trying to format my NEW DVD-R disk? It's doing it to all the brand new HP DVD-R's I bought?
How do I fix this. Please help. Thanks.
