The Conduit voice chat in-game?

Can you voice chat in-game inside the conduit? because I got the game today but when i play online it shows the mic symbol with a slash circle thing which indicates that i can't speak. I was wondering if you could voice chat or not in-game, and if you can, how do i fix this problem?
 
you can only talk to people on your friends list and only talk to your friends friends
