Visit the local bike shops and get fitted. Having the correct size bike is very important when buying a road bike. Check out Giant, Fuji, Specialized, Trek, Raleigh, Jamis, and a few others. They all will have a bike in that price range.
I am in high school and becoming very good at mountain biking but I am want to get into road racing. I can only afford a road bike under $1000 and I was wondering what the best quality racing bike I would be able to afford?
At the $1K level, there is almost no difference in bike brands. Regardless of the name, almost all frames are made in one of a few large factories in Asia. Because of competition, any two bikes at the same price point are very likely to be equivalent values. Go to as many bikes shops as you can. Road test every bike they have in your price range. One will just fit and feel better than the others. Buy that bike regardless of the name on it. Fit is everything. A bike that fits is a joy and a pleasure to ride. It is the one you will use and train on the most. A bike that doesn't fit can be torture.
