thai Non Immigrant, 3months from when? Entry or approval?

Hello,

I am after some information I cannot seem to find on websites.

if I apply for a 90day visa for Thailand.
and wish to stay as much as possible,
when does the VISA Start?
The date I set I will enter in Thailand
or
The Date The Visa is approved?
