police 3 times and complained? But lanlord and building owner refuse to anything and the owner called and said police were going to fine me for making false complaints. (Even though the police have stopped 3 parties already). I am really peeved that they refuse to uphold the ordinance laws and are trying to make me look bad instead of handling the issues with the tenants above.Any ideas on what I should do? I kept the landlords statement on my recorder and plan to start recording the parties. The police knew nothing about any complaint against me and District Justice said I couldnt be fined but still really upset...

Try to get paperwork from the police (police report) for the incidents when you called them.
The Owner is more than likely feeding you baloney to get you to back off. The Police would have told you that you were being fined for false accusations if it were the case.
Your owner obviously doesn't know much about the law because the bottom line in this instance is that he has to enforce the law in his building.
The law pertaining to the situation that you describe is quite simple;
You have the right to "peaceable enjoyment" of the premises that you are renting, and if the owner can't ensure that, you have the right to have your lease canceled without penalty.
The other tenants in the building do not have the right to disturb you with noise.
Keep a record of the disturbances, and try to get a third party to witness the noise. This should be retained so that you can prove your case ata later date.
