Tenant and landlord law: Can a landlord impose fines not discussed within a lease?

So we had a family emergency, a family members baby was having seizures and my mom had gone to take care of her older grandson while the rest of the family was in and out of the hospital. I agreed to watch her dog for originally 2 days in our apartment while she helped them out. After she returned from watching her grandson and we brought her dog back home, we received a letter in the mail with fine of $100 for having the dog in our apartment. We thought this was a little excessive, getting no warning and also having nothing within the lease discussing fines but only mentioning that they may have our animals removed if they are a problem.

So basically I am asking can an apartment complex just make up a fine without discussing it within a lease agreement? They couldn't show me anywhere in the lease where it explained the fine either.
Could those who answer please have law knowdge or real estate law knowledge. I am not looking for a bunch of opinions from a bunch of random people. NO, pets are allowed within our complex. I am purely asking on a legal basis, CAN A LANDLORD IMPOSE A FINE THAT IS NOT DISCUSSED WITHIN A LEASE, I don't care for your speculation or opinion, please only answer if you know.
