temp gauge on honda accord 90 acting up?

have a honda accord 90 2.2 auto the gauge of the temp stays all the time very close to the red line, and the fans only turn on for about 5 seconds just before the needle hits the red line and stop
i replace the temperature switch, cooling fan switch and still the same it wont overheat but the needle is way up
does anybody have an idea what to do or witch sensor or switch to replace
