Temp. Gauge Maxed on 99' Mercury Mystique?

My father, my brother in law who works at napa and our trusted mechanic are all baffled. My 99' Mercury Mystique started acting up around two days ago. After driving for 5-10 minutes the temp. gauge needle maxes out past red. Normally I'd be worried but my car is perfectly fine! The engine is well below overheating temp. The fan kicks in full blast so I know it's not a shorted fuse. Full Antifreeze, unclogged tubes, and just replaced the water pump belt. The really bizzare part is when I turn on the heater full blast after my car starts "overheating" ice cold air still pumps out and it never heats up. My car was running perfectly up till about three days ago when we had a huge storm roll through and flood most of our streets. I stayed clear of all the puddles so I'm assuming my problem might be a shorted temp. sensor. But that doesn't explain the lack of heat from the heater.

Any Ideas from Anyone?
