telus - change phone on account online?

I suspended my phone since it was lost/stolen.
I now have a new phone and would like to activate it online. When i go to "change phone" on my online account, it says i have "no access".

How do i activate my phone and replace the old one on my account?

does it matter that the transaction history shows that the last top up did not go through?
