Telus can I exchange phones under contract?

I am under a 3 year contract with TELUS that just started, I originally had the Samsung Galaxy S2X, but i was always and iPhone person and went back to Future Shop to do the 14 day customer thing to trade phones. It costed a small fee because the iPhone costs more. It's been over 14 days and i've used more than a hour talk time, Would TELUS change my 4S for the Galaxy S II X even though im under a plan/contract (Even for a fee)?
