Telitoy item, should i complain?

my dad recently bourght an item made by telitoy. It was a '8 in 1 construction kit' Half of the kit however was not there and has resulted in the item being unuseable. As it was a sale item i cannot return the item. If i write to the manufacturer should they do anything about it? is it advisable to write to them?
