Teens nude on cam in chat?

i was wondering, if a teen is 16 or 17 but she says she is above the age of 18 and starts being nude on cam does that count for child pornography for the person viewing it. Also is it illegal for teens to be nude on cam and if so what is there fine for the teen doing the act on cam?

P.S i was just wondering so please dont comment saying stupid things im asking this out of curiosity
 
I am pretty sure it is child pornography, but I don't think it would be illegal to look at, so long as it was mistaken; believing the girl was an adult.
