Teaching 2 puppies at 14 weeks old?How is my progress?

Ok i have 2 chihuahua male puppies, 14 weeks old. I have taught them to sit stay. Only one of my puppies lay down the other one doesn't seem to lay down. Any tips?And what else should i teach her as basic commands?
