Shouldn't that stalwart of conservative witticisms, "Give a man a fish, he eats for a day / Teach a man to fish, he eats for a lifetime" include some references to preventing a man from fishing and stealing his fish? I mean, if you're going to work up a metaphor, I think maybe it should cover all the dynamics of the thing it describes like, "Teach a man to fish then prohibit him from fishing, he starves to death." or "Wait for a man to fish then steal all his fish then tell him to learn how to fish then complain about your taxes and laugh while he dies." Furthermore... "teach"? Since when is doing something for somebody else a conservative 'value'? I thought conservatives believe it is immoral to care about somebody else. That should read, "Tell a man to learn how to fish on his own..." shouldn't it?
... and while I'm at it, if conservatives think it is so immoral to care about somebody else... why do they appear to care so much about everybody else?
