te-form + imasu vs regular?

I have a small question here.
I understand the use of it, when it is explaining something that occurs again and again. "Kare wa maishuu doyoubi ni tenisu wo shiteimasu" - he plays tennis every saturday.

However, when used like this: "kare wa ima kaigishitsu de repouto wo yondeimasu" he is reading a report in the meeting room now.
How is that different from the normal masu/informal forms? Since a regular verb will always describe an action being done right now, or in the future, how is that any different? o0

Anyone able to explain to me the difference here? I understand the first way of using it, something recurring again and again. But when used for current actions... I don't see the difference :S
