Tar in a veggie garden?

I have built a raised garden bed in which I will grow veggies and fruit. It is made of concrete block and will be stuccoed for a nice finish. I have had two people ask me if I was going to put tar on the inside of it. I've never heard of this but everyone I talk to says that's the way you do it.

First question - why tar and not just stucco?
Second question - wouldn't mixing tar and veggies be a bad thing?
