Taking Pictures of my Car?

I've had nothing but problems out of my landlord. He insults me and my family on a regular basis, shows up unannounced at all hours (this includes 6 am and 11 pm) to do 'yard work' and looks in my windows while doing it. He has people I don't even know come here to get things out of the garage I'm not allowed to use at 7 at night. I got tired of having no privacy and being treated like garbage so I decided to move. I told him I was moving (this is breaking the lease he refused to sign, I had to beg him to sign one...regretting it now) and this morning he was outside taking pictures of my car and my fiance's car! Why is he doing that?
 
ih he comes to your house at 11 pm and you see him looking in your windows, you should call the police. get that on record.
