Taking not fully vaccinated pups out in your garden?

Okay.
I'm taking a canine care and behaviour course, but it's not on this week due to snow so i can't ask the instructor... I know that not fully vaccinated dogs can meet other dogs which are fully vaccinated as they can't infect them because they don't carry it etc. I also know that my instructor (Who is a top breeder of show and working dogs in her breed for over 10 years and a vet nurse so she has a clue before anyone says otherwise) She'll pop puppies into those carry along slings to socialize them with people and experiences before they can go out fully.

My question is, if you have a fenced in garden, no other dogs and no roaming creatures (cats, foxes etc) in the area, is it okay to let not fully vaccinated pups out in your garden?

Just curious. I've only ever gotten dogs after their final vaccinations.
