tail lights on 1990 honda accord not working?

fuses are ok, parking lights don't work either. tried to check light switch but haynes manual we had didn't match pin configuration of plug, even though it was a 1990 honda accord manual. Did find a wire from dash lights that had shorted against ground of cigarette lighter. repaired but still didn't fix the problem
