Tail carriage in QHs?

Do some QHs just naturally carry their tails up a little for no reason? I know often they do it when they're in pain but do some do it as just a normal mannerism too? I'm just curious because my gelding has always carried his tail up just a bit and we had him vet checked and he was clean when we got him and had his tail like that. He does have navicular now and when he was first diagnosed and still sore he had his tail up but held it differently than when he's not in pain and just moving regularly.

So do some just hold their tails up a little?

He does it whether he's under saddle or not.
