False - The US has been operating in the red since WWII. The surplus of the Clinton years have only been on paper for his administration, and dollars allocated for his funding of ideas did not start until he left office, thus leaving Bush with Clinton's red ink. Clinton did not have to deal with terrorism and natural disasters.
