T-Mobile Unlawful Cancellation Fee, can I still cancel my contract?

In my latest t-mobile bill i got a notice from the "united states district court for the district of new jerset about a class action settlement"

It says:
"if you paid or were charged a T-mobile flat rate termination fee("ETF") from july 1999 to February 19, 2009, or were subject to a T-mobile flat rate ETF on February 19, 2009 you could get benefits from a settlement.

A proposed settlement has been reached in a class action alleging that the T-Mobile flate rate ETF( generally $200) is unlawful. The sole purpose of this notice is to inform you of the settlement so that you may decide what to do about it."
then it goes on about filling out a settlement.
My question is can T-Mobile still charge a ETF if i wanted to cancel my plan? I've had my phone since May 2008 with a 2 year contract and T-mobile has been a really bad service to me and i want to cancel my phone but couldnt afford the $200 ETF. They denied my $100 dollar rebate for my blackberry(orignal price was $250) because i had the single person plan ($29.99 a mnth+$5 for texting)..i told them about it and they didnt do anything...so..I want to cancel it. Thanks for the help.
