T-mobile hasn't sent unlock code

I called T-Mobile more than a week ago to get the unlock code for my wife's Motorola phone. I received the email from T-mobile saying they'd send the code within 48 hours, but the code never arrived. Since then, I've spoke to T-mobile (offshore) customer support three times. One rep didn't know what I was talking about, one blamed Motorola for refusing to provide it, and one told me to wait two more weeks, then fax in a proof of purchase if I still haven't received the code.

Does anybody know a direct way to contact an English-speaking rep in the department that actually handles the code requests? Thanks!

Try getting support in a nearby store location...

Last year when I switched to AT&T I could not get TMO to close my account/numbers properly. Some sort of mix up and they said they spotted it when I called and would fix then refund. After 2 more months of charges to my credit card and calls each month after to them, I decided to go into the store and deal with someone face to face.

The supervisor at the store called tech support for me and asked straight away to speak to a support supervisor on the floor and 5 mins later all numbers were closed off and received another case # for refund but this one finally went through a few days later.
 
No luck. The rep at the T-mobile store said all she could do was call the same customer service number I've been calling. When she called, they said all I could do is wait another five days (until my original request is 15 days old) and then make another request. The T-mobile rep also gave me the business card of a dealer who has a booth at a local flea market. She said he could unlock the phone on the spot for $35. When I asked why he can do it but T-Mobile can't, she said, "He's Asian. He knows how to do it!"

Any other ideas on how to get T-Mobile to take care of this request?
