Suzuki VL800 Valsua Starting Problems?

I can get my bike to start with the choke pulled out. but once I put the choke back it it dies. If the choke is out as well if I hit the throttle it dies. I have replaced all the vacuum tubes, checked fuel lines, and everything I could think possible. I am getting fuel to the carb check it with a vacuum cleaner to see if air would get fuel to come out. This is a stage 3 set just kit. I took all back to stock with no change and then place the just kit back in. I have placed the needle valve in several different places with no effect. Does anyone had any suggestions or know what I am missing?
 
The carburetor should be removed taken apart,left overnight in carb cleaner liquid,rinsed with water and then air pressured in each air and fuel passages.
The needle valve and mixture should be adjusted as per maker specifications.
