Suzuki RF900 won't start... Timing adjustment? Carb Sync?

Can't seem to get the '97 Suzuki RF900 to run... Cleaned the carburetors without synchronizing. (Don't have the tool...) I've tried spraying a squirt of Engine Starting Fluid directly down the chambers, with the carburetors off. IT REVS!! I just can't seem to get it to run/idle. I had replaced the Jet needles in all four Carburetors because two of the needles in the set had been bent. I used needles from a running '96. The bike's got an aftermarket Viper Racing Can, that I had installed prior to running the bike. It had NO exhaust when I got it. The bike wouldn't Rev if the Timing was off, right? The bike should run with carburetors that aren't synchronized, correct? If not, how do I synchronize Carbs on a motorcycle that won't run? Should I spend the money on tools to diagnose the Valves/Cams? Or, am I goin' in the wrong direction? Is it the carburetors?
