Suzuki Dr250s carb problem?

The bike ran when it was parked 3 years ago. I cleaned the carb and flushed all the old gas out and couldn't kick start it (thing is a BEAST). I then got towed behind a truck and it finally started. It would not rev (just idle) and when I would go to rev it, it would die kind of like it was starving for fuel? If I dumped the clutch giving it no gas it was start firing and start idling but soon as I gassed the bike it died. The bike would not even start at all with the choke on. When bike was idling it sounded solid like no inside motor problems. Does the problem sound like its in the carb or timing? Is there a maneto/flywheel that might of got rusted and I need to sand? Also does anyone know how to tell the year of it. Its white, single rear shock, has headlight, blinkers, etc. Looks mid 90s but wasn't sure.
 
you may have dropped the mid-range needle, it is located in the throttle slider. there is a clip that holds it in place. spring loaded
