Suzuki ATV Engine Problem?

I own a 1987 Suzuki 250cc Quad-Runner LT-4x4. For awhile now ive been having problems with having it idle right or it would hiccup at a low RPM. When it idles it will either want to run rough or it will take a while for it to idle down and almost stall out sometimes. I checked and my throttle cable isn't sticking. Nothing I did to the carb fixed it and all the seals and gaskets were good. So I bought a brand new carb for it along with new seals for the intake as well as a new fuel filter, lines and spark plug, and it didn't get any better. Ive also rebuilt the pump for it as well. I tried to adjust it and nothing got better. So I put all the jets and and ports to the correct specs that it said in my repair manual and still nothing got better. At high RPMs it runs Perfect and has plenty of power. Could it be that my valves need to be resurfaced and cleaned or something of that sort. Any ideas of what it could be and how I should fix it?
