...after 15 years it must be scrapped? Does "End of Vehicle Life" compliant car has to be compulsorily scrapped even if it is in good running condition? This way owning this type of car is expensive to its owner because after few years of its use this car will fetch very less or even no price in used car market.
 
I'd say it just means that it's the end up the life expectancy that the factory or manufacture set for the vehicle and any vehicle really isn't worth much after 15 yrs unless it's a real collectors item etc.
