It could be any number of things, but I would start at the basics like intake seals and things like that. It could be a fuel flow issue, carb synchronising problem, ignition issue, or even just a poorly adjusted throttle cable. I would just get a copy of the factory manual and start going through the tuneup proceedure and methodically isolating the problem. I used to have an old GS850G and it was a powerful machine.
 
timing or compression problem. (rings). Are you loosing any oil? If so you may need new piston rings. If it skips a little on the throttle then try the timing.

Still 160 KPH is more like it tops, the speedometer does not reflect top speed on any bike, They just buy the part off the shelf as a stock item for the entire line of products.
