Survey.. do you know how many fish, are discharged when a trawler goes fishing?

just watching a tv show .. 35 thousand pounds worth of fish throwen back due to quoter's..on fishing stock, this is on one trip and one boat...this fish is all sellable and good ..its a disgrace..
