surface rust on car?

i have a 1995 chevy lumina. i have some autobody experience but i am alil unsure. i have some surface rust. the car was just painted a year ago after it was wrecked. i believe they put the enron or emron or something like that paint on it. i noticed around the doors by the tires on the back it is alil surface rust. and on side alil rust that is not surface rust. like a 1/2ince by 1inch spot. i wanted to fix this what can i really do. i was going to wet sand it with 1700 and buff it. or what can i do..
 
The only way to get rid of surface rust is to sand blast it. Then fill the area with fiber glass filler, then prime with self etching primer, then prime with high build urethane prime, then sand with 320 or 400 grit, and paint.
1000 grit or higher paper is for color sanding color or clear before you buff it.
 
Sand off any loose rust and put some rust converter-type product on it like POR-15, Rust Bullet or KBS coatings to prevent it from rusting further and then use touch-up paint over that to make it look a little better. Sanding and buffing won't help.
