I think it's a safe bet to say it was Sam. The apocalypse scenario was set to end with series five by Eric Kripke, and Sera Gamble, the series' executive producer said season 6 is set to deal with life after the apocalypse. I can't really imagine them stretching the devil/sam thing into next season.
My opinion? I think god probably brought Sam back for Dean's sake. He brought back Castiel, so it wouldn't be much of a stretch to say he brought Sam back too.
