Supercharger like whine in my douche Pontiac Sunfire 2.2L, what could it be?

99 model, 2.2 liter ecotec. The sound comes from somewhere underneath the engine, near water pump. The car runs fine, but, sometimes I can hear the whine become loud, at low rpm's or when I cold start it.
