Sumerian sculpture of horse pulling chariot?

I'm wondering about something my Art History professor was talking about the other day. He said that there was some sort of "standard" (used in a phrase, but I can't remember what the full phrase was). It had to do with a war side and a peace side. Does anyone know what this was about?
