Suggestions needed: USB charging, pay-as-you-go, under $7 a month

My Dad is currently living in a nursing home and is using his cell phone as a primary. I want to transfer his home number to a cheap pay as you go phone like Virgin Mobile. My personal backup phone is a VM Super Slice that works fine for my needs but requires the proprietary charger, even though it has a USB connection. I pay $5 +tax a month to keep it in the glove box for emergencies. Can any of the VM phones charge via USB? The TnT and Jax reviews point out the USB connector but is it disabled?
