Stupid question but please answer quickly about cellphone numbers?

If your work phone doesnt allow long distance you will not be able to make the phone call. He will have to change his number to a local one in order for your call to go through
 
I live in massachusetts. I want to call the cell phone of someone who lives in the next town but they just moved here from Tx and still have the same cell # as they did in Tx. Is that considered long distance because of the area code? I know this is probably a stupid question but I will be calling from my work phone and I dont want to have long distance charges. Thanks!
