Strange anime movie, possibly Ghost in the Shell?

When I was younger, I walked in on my older siblings watching this crazy-looking anime movie. The only part I really remember to the movie, sadly, is a strange part. There a young girl, naked, standing in front of a man. Between scene switches with this giant figure in the sky, he reaches for her breast, grabs it, and somehow his arm fuses inside of her and he can control something. The scene switches also had this giant girl in the sky that flipped forward, and a boy would appear in her place. I'm not sure if that was the same movie or not, or if any of that was Ghost in the Shell, (as I've never seen the movie and really don't feel like watching it right now) but if you know what this came from, let me know? Weird how the only scene I clearly remember is the breast grabbing and the giant double-person thing. And I have a feeling it's a sci-fi type movie, not some creepy hentai. Got any ideas? It's been bugging me like crazy for the past 8 years. I just need to know. xD
