stopping for school buses flashing lights?

yes i live in los angeles, and i have seen people [[here on Y!A}telling other person if the stop handle on the bus is not
displayed even thought the red lights are flashing you don't have to stop.?
but there are a lot of old school buses that don't have the stop sign on the bus just the flashing lights
so aren't you suppose to stop anyway?
