Stocking 30 Liter Freshwater Fish Tank?

Hey Yahoo!! Just giving a shout out to everyone with a fish tank, I'm quite a beginner but for about a year now I've had a 30 liter biorb tank, after moving and packing it away, its time to resurrect the fishbowl!

So heres my dilemma, it's a freshwater setup (no heater so cold water i believe it's called) and just some simple foliage (a bubble tube plant cover, which I'm sure would be ideal for fish to hide behind and get some "privacy")...
AND I NEED YOUR HELP TO STOCK IT!
I'm looking for some extravagant colors of exotic fish, doing my research I've found loaches (pref. clown loaches), freshwater Angelfish and dwarf puffers, can someone else give me a hint as to another colorful and amazing fish to put with these guys?! I haven't purchased them yet so I was wondering if this combination of fish would be appropriate for my 30L (8 gallon) tank would be appropriate.

Clown Loaches (1x male, 1x female)
1-2 Dwarf puffers (unsure of sex)
and 1-2 Angelfish

Would you consider this overstocking? Are these fish inappropriate for the size of tank? Are there any others that you could suggest to me that would work along my criteria, thanks very much for all your input!
 
Angelfish require 20 gallon minimum each, dwarf puffer are aggressive and require 15 gallons, clown loaches grow to be 12' and need a 75 gallon tank, with your tank just stick to a betta.
 
i think its ok for about a week but then you would need like at least a 100 gallon tank after that and you will need a heater
