steering wheel plate puller not helping, plate on dodge want budge..?

I have a 1986 dodge ram b250 an, v8, 318, i need to get the steering wheel colum disasembled so i can replace my lock cylider. i got the plate puller, broke the ing nut, got a replacement, saw its wing nut was bad, then got a 3rd 1 with a broken wing nut. but the sprocket looking thing, the plate, really isnt coming off. how do i go about getting it of? a guy from advanced auto said that i should depress the plate then try to hit something thats spring loaded with a screw driver shaped like a "c"? am i suppose to tighten the puller on the bolt, then tun the screw on that to tighten the bolt and puller so i can turn the maiin bult countrclockwise? no one has beenable to answer this question. I dont understand how it works, the whole device is shaped like a fot ball goal with a wing nut and screw driver handle on top..
i have the lock plate remover i just dont now how to use it and how to remove the snap ring!
