I told a friend I would help her out, but I'm completely stuck as to where to start looking. Here's a brief history:
"Lucy" was 15 when she started dating "Ralph". Ralph was 21. When Lucy turned 16, she became pregnant. She is now 18 with a 1 year old son, "Michael". Ralph is now 24 years old, and she needs to get him on the baby's birth certificate.
She is currently in an abusive relationship with "Don" and would like to get some help getting out. But, because she won't say who the father of her son is, the DSS refuses to help her get out of the situation. So, what I need to find out for her is, when can she say that Ralph is the father without getting him in trouble? When does the statute of limitations run out, if there is one in this case? Where would I begin looking?? I've tried to find something, and cannot find anything about this particular situation. Let alone one that I can fully understand. Thanks in advance.
Believe me, I know she needs to get out of the relationship. I tell her this 100 times a day. She wont listen. The father is a good father to the baby, and is currently in custody of him. Not legal custody, as Lucy technically has custody since no father is listed. But Ralph has the baby, and is a terrific father and is a great friend to Lucy. However, she wont listen to him either. But that wasn't part of my question.
I just want to know when she can legally have him put on the BC. That's all I'm asking. If it helps matters, we're in NY state.
