Stationary bike help?

I just recently got a stationary bike, and I am interesting in using it since I am too insecure to go out running.
So I have a couple questions and I am hoping that someone will be able to answer them for me :)

First: Does a stationary bike help build core muscles or just leg muscles?

Second: What is the best way to use a stationary bike? Like in working out?
Should I see how long i can go for and increase the speeds every week, or see how long it takes me to do a set number of miles or kilometres and then see if i can decrease that time every day?
