State or state? Should this word begin with a capital?

This is what I'm trying to say.

The violence that the Congolese have experienced goes beyond the state's capacity to intervene.

Should it be "goes beyond the State's capacity" with the s on "state" capitalized?

No, It should be lower case. You aren't speaking as if it were a proper noun.
i.e.- Washington State
