State issued subpoenas?

I have recently found out that a person can ignore an out of state subpoena as long as they were never served with the subpoena in the state that is seeking their testimony. This said person is only required to tesify if it is a federal subpoena. Suppose a New York grand jury seeks testimony from someone living in Massachusetts, as long as they were never served with the grand jury notice in NY, could they not then ignore the notice? What would happen if they did ignore the notice? Massachusetts would not have to send the person to NY, what would NY do in this case?
