ok so im only 18 but i am starting my own business as there is a gap in this area in my town and i have a passion for photo editing and have been doing it for friends for ages now i will also be designing business cards, invites and thank you cards.
i was just wondering is a $50 minimum surcharge to much

It's not a surcharge. It's a charge or fee.

$50 for a regular job sounds OK to me.

Keep in mind one thing. We are in the biggest recession for 80 years. You might be better to get a job where you are employed rather than self-employed!

It might be.

Depends how good you are and how fast you can get your work done.
Don't just make up a number and not a high one at first.
That will turn people off from your services.
Try to draw them in with a discount, why not $20?

Take into consideration:
What material are you using up?
How much time are you spending?
What are your competitors prices?
Is your business in demand?
What do you have to pay for, advertising, resources, ink?

Don't be greedy at first.
I'm sure Nike's first shoe didn't cost $400.00, they built their name first.
Now they can slap a heel onto a tennis racket and sell it for as much as they'd like.
And people will buy it.

Why?

Because it's a big name company.

You aren't yet (unless there's something you're not telling us), so instead of having that upperhand, resort to your price being a little cheaper that competitors.

That way you'll get more business.

And if you don't understand:

Would you rather 1 costumer purchase your service for a total cost of $50.00, or 4 customers purchase your service for $20.00 a piece?

$80.00 > $50.00
