Starting a financial consulting firm?

I am considering starting a financial consulting firm in the near future. We would not invest money for other people. We would analyze a client's goals and give them financial investment advice based on different strategies.

Would I need to register to be a financial advisor for this, or is it legal to just start charging and giving advice?

What other steps would be good to take to start looking into doing something like this?
