Starter trouble : 2002 Toyota Camry?

When I try to start the car, everything turns on (radio, lights ect) but the starter has absolutely no power, no clicking, nothing, you can hear the energy running to the engine, but nothing makes a sound.

Before this occured, the car started a little slow, as if the battery was low, but now with a new battery, and a jump, same thing... any suggestions on what this can be?

btw : where is the starter located?
 
first thing to do is always clean your battery cables and make sure they tight then check belts but after that have charging system check at any shop or parts store most are free then you know for sure what you need and starter just follow the red battery cable most are under car at other end of red battery cabel not hard to replace by anyone just a couple bolts and a couple wires to undo you can find a how to replace starter by typing how to replace starter video really easy might be able to see it if you follow battery cable down the sid e of motor most are on right side of car motors or same side the battery is
