Standard equipment for a pocket bike for the road?

My boyfriend has a pocket bike that he bought. He lost his license due to a wreck last year , ( just so you know there was no alcohol or drugs just a accident) but someone died in the wreck so they were forced to take his license away for a year. So he bought the pocket bike so that he can get to and from work. My question is if anyone knows what equipment has to be on this to make it "road safe" Does he have to have signal lights, break lights? He wears a helmet and uses his hands for signals. I just really don't want him to get in trouble or get a ticket. Thanks Oh and we are in North Carolina
