sprinting, smoking and other things?

When I was 12-13 I ran regionals (100m) but I had give it up a year later and started smoking. Now I'm running again and my time is still good but nothing like it was for my age and I struggle with intense training. But I'm really determined to get back to the level I was at... Can determination and passion and hard work get my natural talent back even though I smoked for 4 and a half years and didnt do much sport or excercise? Even if it will take a while, will I be able to fully get back to my best?

I asked this in health instead of running because I want an answer from someone who knows the impact the last 5 years has had, who can give me a detailed answer
